The Army Declassification Project
- In 1995 the Army began meetings over how it would
- begin reviewing its Gulf War records for declassification.
- The size and complexitity was massive, and the cost
- would start just around $150 million. This would set
- the stage for the Security Review Protocols, the Walner
- Memorandum, and then OSAGWI taking over the
- records project December 1996.
